Significant reductions in anti-social behaviour in North West Leicestershire
A new approach to tackling anti-social behaviour in North West Leicestershire has led to a 25% drop in reported incidents.
Since July 2010 the police based at Coalville have had a new team of officers dedicated to tackling anti-social behaviour (ASB). The team is made up of a Sergeant, two police officers, a dedicated ASB coordinator; a Police Community Support Officer and a Special Constable.
As well as these officers, plain clothed officers are patrolling regularly in an unmarked car to respond to complaints about criminal damage, under age drinking, rowdy and inconsiderate behaviour, graffiti and vandalism. They are briefed everyday about reports received in the previous 24 hours and visit areas where concerns have been raised to check if the problem is ongoing. Officers then ring the complainant to tell them they are in the area and to ask if they have had any further problems.
The team is using what is known as the incremental approach to ASB which involves sending a letter home to parents on the first offence and leads to warning letters, Acceptable Behaviour Contracts (ABCs) and Anti-Social Behaviour Orders (ASBOs) if the young person continues to offend. The officers will be fully aware who is on an ABC and will be able to deal with that person accordingly.
The team members work closely with Anti-Social Behaviour Officers from North West Leicestershire District Council and the outreach Youth Workers who are part of Leicestershire County Councils IMPACT team. They liaise with those agencies about individuals and problem areas to ensure there is a co-ordinated approach to the problem. A new integrated Youth Services meeting has also been set up involving all the relevant agencies which will meet regularly to co-ordinate activity.
Inspector Chris Brown, Commander of North West Leicestershire Local Policing Unit, said; This team marks a new approach to the way we deal with reports of anti-social behaviour. We have already seen a significant reduction in reports of anti-social behaviour with the number of incidents reported to us dropping by a quarter since January and in fact we have seen a 40% reduction in incidents since 2007. Our customer satisfaction levels have also increased but we are not complacent and would like to improve even further and I am hoping victims will recognise the excellent service this new team are aiming to offer in this area.
Most people think anti-social behaviour is about young people causing problems but in reality that is not the case. The official ASB figures include many non police related problems such as abandoned vehicles, neighbour disputes, hoax calls, environmental damage and trespass. In fact the reports we deal with make up roughly half of the figures that you will see published by the Home Office or on our website.
We do however rely on people ringing in and telling us about any problems, where they are occurring and how often. Residents can do that by calling us to report problems if they are happening there and then or by filling in one of our consultation forms which we use to shape policing priorities across North West Leicestershire.
We do take reports of anti-social behaviour very seriously and hope that putting together a dedicated team of officers will lead to a further reduction in incidents and our aim is to try and give people, whose quality of life is affected by this type of behaviour, a top class service.
One area where the new team has made a marked difference is in Ashby de la Zouch which has seen a 51% drop incidents in ASB since the new team were in place. PC 1667 Mark Arjoo is the principle beat officer; Friday nights in Ashby were becoming a bit of a problem especially on Hood Park and around the Leisure Centre with young people gathering in large numbers, drinking alcohol and causing problems. Ive been working with the ASB team to tackle the problem and the improvement across the summer has been marked. All the agencies have pulled together and the impact on the local community has been very positive because young people are no longer congregating in the parks on a Friday night.
Local resident Rob Dolman agrees. He said; What has been done down there is fantastic. There were problems with drinking, broken bottles, litter and vandalism with kids hanging around on a Friday night. Weve seen extra patrols in the area, youth workers make regular visits and a dispersal zone has been put in place. I think the message got through to the teenagers that they were not welcome there and we really havent seen any problems in the last six months.
