Street light changes save cash and carbon
Almost 2,000 street lights are being switched off or dimmed in Leicestershire as part of ambitious plans to save cash and cut carbon.
By April, 1,960 lamps alongside main roads in a number of areas will be turned off or dimmed.
The move is the latest stage of Leicestershire County Council's plan to cut 700,000 from its 3million street lighting power bill and reduce carbon emissions by 3,000 tonnes each year.
Since the project was launched last year, the plug has already been pulled on 90 lights. Over 3,000 lamps in 25 villages go off between midnight and 5.30am - another 29 villages are set to get on board over the next few months.
Lesley Pendleton, County Council cabinet member for environment and transport, said: "Dimming lights beside main roads and switching off others that aren't needed saves money and reduces energy costs and pollution.
"Before changes are made to any street lights, every potential site is assessed thoroughly and consultation carried out with the emergency services and the council's accident unit.
The vast majority of feedback has been positive and although we do recognise there may be public concerns about switching off street lights late at night, other councils have adopted this approach and found that it has not led to increased crime.
Just by making these simple changes, we can save 700,000 and cut annual carbon emissions by 3,000 tonnes and that has to be worthwhile.

This is another example of how the county council is achieving value for money. It is making 58 million of savings over the next four years, by cutting
running costs and being more efficient. Other examples of savings include sharing back-office functions with Nottingham City Council and reducing the number of offices the council runs.

After remedial work has been carried out, another 160 lights will be switched off this spring, on sections of the eight roads below:

- Regs Way, Ellistown and Battleflat
- A607 Syston Western-by-pass, Syston
- A607 Syston Northern-by-pass, Queniborough
- Loughborough Road, Quorn
- London Road, Kegworth
- Melton Road, Barrow
- Station Road, Elmsthorpe
Work is taking place throughout February and March to dim 1,000 lights on main roads in the 13 areas below:
- Barwell
- Braunstone
- Earl Shilton
- Enderby
- Glenfield
- Groby
- Kirby Muxloe
- Loughborough
- LFE
- Oadby
- Queniborough
- Syston
- Thurmaston
Other councils which have made street lighting changes include Leicester (dimming of lights on main routes), Gloucestershire (dimming and part-night lighting), Essex (part-night lighting) and Buckinghamshire (switching lights off).
Leicestershire County Council's scheme will contribute four per cent of the councils proposed 30 per cent reduction in carbon emissions by 2014.
The emergency services have not objected to the idea in principle and are being consulted on every scheme.
